What is a BDA, and why every ERCES needs one?
A Bi-Directional Amplifier (BDA) is the active heart of every code-compliant Emergency Responder Communication Enhancement System (ERCES). It receives the outdoor public safety radio signal on a rooftop donor antenna, amplifies both the downlink (into the building) and the uplink (out of the building, back to the trunked system), and distributes the amplified signal through a network of interior antennas so first responders can talk on their portable radios anywhere inside the building.
NFPA 1225 and IFC 510 don't specify the BDA product. They specify the coverage grid — 90 % general coverage and 99 % critical-area coverage, verified against a witnessed test pattern. The BDA is how you meet that coverage requirement in a building the donor signal can't penetrate on its own.

The BDA installation workflow
- Donor-signal RF benchmark. A JBT RF technician takes a live signal reading at the building against the local public safety trunked system. This determines whether ERCES is code-required and, if so, sizes the BDA + antenna count needed to hit the grid coverage.
- Signed and sealed BDA design. A licensed PE stamps the design package for AHJ plan review — donor antenna siting, BDA rack location, coupler zoning, coax and fiber routing, panel + omni antenna spacing, and the fire command annunciator plan.
- Permitting. JBT files the ERCES trade permit with the local AHJ and coordinates with the electrical and fire alarm permits already on the project.
- BDA rack installation. Network unit racked in the designated telecom or fire command closet. Battery backup wired to the NEC-required BDA-only branch circuit.
- Antenna and cable install. Donor antenna sited and grounded on the roof. Riser fiber and internal coax pulled through the low-voltage pathways. Panel and omni antennas placed per the approved design.
- Commissioning + internal pre-test. BDA powered up, band programmed, gain set. Internal pre-test grid confirms coverage before the AHJ arrives.
- AHJ-witnessed grid test. Fire marshal on site, portable radios keyed on the local trunked system, coverage verified per NFPA 1225 §6 / §7 grid pattern.
- Closeout. Signed test report + as-built drawings + product documentation filed with the AHJ. Certificate of Occupancy clears.

What's the difference between a BDA and a DAS?
A BDA (Bi-Directional Amplifier) is the active electronic component that amplifies signal. A DAS (Distributed Antenna System) is the passive antenna and cable network that spreads that signal through the building. In practice, a code-compliant public safety ERCES combines a BDA (like the Nextivity CEL-FI QUATRA 4000) with a DAS (donor + interior antennas + coax + coupler + fiber). Is a BDA the same as a cellular signal booster?
No. Cellular BDAs and public safety BDAs are FCC-regulated separately. Public safety BDAs (like the Nextivity CEL-FI QUATRA used for ERCES) are FCC Part 90 certified for the specific band the local trunked system uses. Cellular BDAs are FCC Part 20 for commercial mobile bands. Installing a cellular BDA to meet an ERCES requirement will fail plan review — the wrong FCC classification.
Do all buildings need a BDA?
No. Only buildings that fail the coverage grid test against the local public safety trunked system. Small single-story wood-frame commercial can often meet code without a BDA. High-rise, hospital, warehouse, industrial, and dense concrete construction almost always need one. The pre-construction RF benchmark determines whether your specific building requires ERCES.
How long does a BDA installation take?
Design and permitting run 2–4 weeks. Installation and commissioning depend on building size — commonly 3–8 weeks. AHJ-witnessed grid test and closeout add a final 1–2 weeks. Total: 6–14 weeks from RF benchmark to Certificate of Occupancy.
What band does my BDA need to be programmed to?
