FCC Part 90 signal booster rules for ERCES

An ERCES amplifies licensed public safety spectrum, so the FCC's signal-booster rules apply. Here is Part 90 vs Part 20, Class A vs Class B, registration, and the non-interference requirements that keep a booster from harming the network it supports.

Why the FCC is involved in ERCES

An ERCES amplifies licensed public safety radio spectrum. That makes it an FCC matter as much as a fire-code matter. The FCC's signal booster rules govern how in-building amplifiers may be deployed so they enhance coverage without degrading the wider public safety network. Public safety ERCES boosters fall under Part 90 (Private Land Mobile Radio), which is distinct from the Part 20 consumer/cellular signal boosters sold for improving your phone signal.

Part 90 vs Part 20 — and why it matters

A cellular booster (Part 20) amplifies commercial carrier bands (Verizon, AT&T, T-Mobile). A public safety booster (Part 90) amplifies the trunked bands your local fire and police use — 700 MHz and 800 MHz P25, plus VHF/UHF in some systems. They are not interchangeable. A Part 20 cellular booster cannot make a building ERCES-compliant, and installing the wrong class of device can interfere with public safety communications. This is the single most common misconception we correct on projects.

Class A vs Class B signal boosters

Registration and non-interference

What this means for your project

Compliance is three-legged: the fire code (IFC 510 / NFPA 1225) says you need coverage, UL 2524 says the equipment must be listed, and FCC Part 90 says the amplifier must be the right class, certified, and operated with the licensee's consent. What is an FCC Part 90 signal booster?

Part 90 covers Private Land Mobile Radio, including the public safety trunked bands used by fire and police. A Part 90 signal booster is an in-building amplifier certified to enhance those public safety bands. It is distinct from a Part 20 consumer/cellular booster, which cannot be used for ERCES compliance.

What is the difference between a Class A and Class B BDA?

A Class A signal booster amplifies only the specific channels or sub-bands the local system uses (narrowband, channelized filtering). A Class B booster amplifies the entire public safety band allocation (broadband). The AHJ and system operator decide which class is acceptable; the Nextivity CEL-FI QUATRA supports both.

Can I use a cellular signal booster for ERCES?

No. Cellular boosters operate under FCC Part 20 on commercial carrier bands and cannot make a building ERCES-compliant. Public safety ERCES requires a Part 90-certified booster on the trunked public safety bands. Using the wrong device can also interfere with public safety communications.

Do I have to register an ERCES signal booster with the FCC?

FCC rules require public safety signal boosters to be operated with the consent of the spectrum license holder (the agency running the trunked system), and many regions require registration with the system operator. The booster must also be FCC-certified for public safety use and include non-interference protections.

How does a signal booster avoid interfering with the public safety network?

Certified public safety boosters include oscillation detection and automatic gain reduction or shutdown to prevent feedback and harmful interference to the donor network. Correct donor-antenna isolation and commissioning are part of ensuring non-interference.
