What is NFPA 1225?
NFPA 1225, Standard for Emergency Services Communications, is the NFPA standard that now houses the in-building public safety radio coverage (ERCES) provisions. Its first edition (2022) consolidated several older emergency-services-communications standards — most importantly NFPA 1221, where the in-building ERCES requirements previously lived, and which was also cross-referenced by NFPA 72 Chapter 24 (Emergency Communications Systems). If your AHJ still cites "NFPA 72 Chapter 24" or "NFPA 1221," they are pointing at the same body of requirements that NFPA 1225 now carries forward.
NFPA 1225 is a standard, not a law. It becomes enforceable when a jurisdiction adopts it — usually by reference from the locally adopted fire code (see IFC Section 510). Which edition applies, and whether it applies to your specific building, is always a local AHJ determination.
What NFPA 1225 requires for ERCES
- Coverage: a minimum of 90 % general building area and 99 % critical area radio coverage, verified against a witnessed grid test.
- Signal strength: a delivered inbound and outbound signal sufficient for reliable communication — commonly a minimum of −95 dBm, and/or a Delivered Audio Quality (DAQ) threshold, as specified by the AHJ.
- Listed equipment: the amplification system must be listed for the purpose — see UL 2524.
- Standby power: battery backup capable of 12 to 24 hours of operation (per edition / AHJ), with automatic transfer.
- Monitoring & annunciation: a dedicated annunciator at the fire command center or approved location, reporting normal AC power, battery status, donor antenna failure, and active RF-amplifier failure or malfunction.
- Enclosure & survivability: a NEMA-4 (or better) rated enclosure, and pathway/component survivability appropriate to the critical areas served.
The testing lifecycle NFPA 1225 defines
- Acceptance test — an AHJ-witnessed grid test at commissioning, before the Certificate of Occupancy is issued.
- Annual test — a functional test every 12 months confirming the system still meets coverage and that alarms/battery/annunciator work.
- 5-year test — a full grid retest on a five-year cycle (or after building modifications that could affect coverage), for the life of the building.

NFPA 1225 vs NFPA 72 vs NFPA 1221 — which one applies?
They are historically linked. In-building ERCES requirements were carried in NFPA 1221 and cross-referenced from NFPA 72 Chapter 24. NFPA 1225 (2022) consolidated that material into a single standard going forward. In practice: your locally adopted fire code names the edition of the fire code, which in turn references a specific NFPA edition. Confirm the exact reference with your AHJ — jurisdictions adopt on different cycles, so a building in one county may be held to a different edition than one a county over.
Who determines whether NFPA 1225 applies to my building?
The Authority Having Jurisdiction (AHJ) — typically the local fire marshal. Triggers commonly include new construction, major renovation, and buildings above local height, square-footage, or occupancy thresholds, but the definitive answer comes from a pre-construction radio-coverage benchmark against the local trunked public safety system. If the building already passes the grid without amplification, no ERCES is required; if it fails, a compliant system must be designed to meet the coverage numbers above.

NFPA 72 (National Fire Alarm and Signaling Code) historically cross-referenced in-building two-way radio communication enhancement in its Chapter 24, while the detailed ERCES requirements lived in NFPA 1221. NFPA 1225 (2022 first edition) consolidated NFPA 1221 and related standards, so it is now the primary home for ERCES provisions. Many AHJs still reference NFPA 72 or NFPA 1221 depending on their adopted code edition.
What coverage does NFPA 1225 require?
